The concept of ‘progressive universalism’ underpins the way the current government has set about addressing the ‘false choice’ between universal services and targeted provision. The approach - support for all and more support for those who need it most - is characterised by a commitment to provide high quality early intervention and preventative universal children’s services (with a view to minimising the number who will require specialist provision for acute needs), and early targeting of specialist provision.
